At first I gave full access rights in exchange 2010 and then added the user as explained in a earlier post, this proved to be problematic as the user in question was aware his emails were being read. To solve this dilemma I navigated to Hub Transport settings and created a new transport rule.
In the transport rule I specified that all emails ‘sent to’ to user a be ‘copied to’ the address of user b.
